OIDC issuers

Use the OIDC Issuers reference data is used to manage providers that enable alternate ways of accessing their EBS Ontrack web apps eg Microsoft Entra ID, G suite and Azure B2C

Users are prevented from deleting OIDC issuer records where they are associated with records in the USERS_OIDC_ISSUERS table.
